The sources for the
formation of projects for BIF are, first of all, the results of research and
development work, completed tasks of scientific and technical programs, as well
as promising inventions and patents.
BIF funds and financing
schemes are focused exclusively on the development of products with the
prospect of mass production. The guarantor of the successful implementation of
the project is the state customer.
Innovative projects, work on organizing of production, venture projects financed by BIF must meet the following basic requirements:
- comply with the priority areas of scientific and technical activities approved in the manner prescribed by law;
- not to duplicate projects financed from the republican budget and special purpose funds within the framework of state, regional, sectoral, interstate and other programs and projects implemented in the republic;
- the goal of the project should be the creation and development of new technologies or types of products, improvement of the technical and economic parameters of the technologies used or manufactured products, as well as the development of new organizational and technical solutions of production, contributing to the promotion of technologies to the market;
- technical products created during the implementation of the project should be based on the latest scientific achievements and have a demand in the domestic or foreign markets;
- the period from the start of the project until the full achievement of its goals should not exceed two years.
All the generalized experience of BIF’s work over 20 years shows that the mechanism for financing projects on a repayment basis is effective for the practical implementation of scientific and technical developments.
